School Administrator Faces OUI and Gun Charges

Marblehead School Interim Business Manager Kevin Meagher was arrested Monday night on Atlantic Avenue.

A Marblehead school administrator was released on $2,500 cash bail Tuesday after his arraignment on charges including OUI, second offense, and being a licensee carrying a loaded weapon while intoxicated.

Kevin Meagher, 47, 2 Pearl Road, Saugus, is also charged with negligent operation of a motor vehicle, marked lane violations and speeding.

A person who answered the phone at Meagher's address Tuesday said he was not at home and he had no comment.

On Monday night at 8:14 Meagher was stopped by police after his Ford Expedition reportedly almost hit a cruiser on the outbound side of Atlantic Avenue by CVS, officer Daniel Katz said in the police report.

The officer estimated Meagher's vehicle was traveling 45 mph in an area with a 20 mph speed limit and full of businesses, parked cars and with pedestrians crossing the street.

The report also says that Meagher was repeatedly belligerent with the officer.

"I asked Meagher where he was coming from, and he stated back to me, 'Where were you coming from? Why does it matter? I am coming from work as a school administrator,'" the officer wrote in the report.

The officer said Meagher fumbled with his wallet and had trouble finding his license and registration.

The officer stated that Meagher slurred his speech, his eyes were bloodshot and glassy, and a strong odor of alcohol came from his breath.

Officer Katz asked Meagher if he was taking any medication.

"Meagher answered back to me in a belligerent manner, 'No. are you taking any medication?'" the officer stated in the report.

As the officer was placing Meagher in handcuffs, he saw a knife case in a center console cupholder.

He asked the man if he had any knives or weapons on him.

Meagher said he had a knife in his right front pocket, the report states.

An officer found a loaded Smith & Wesson 38-caliber handgun in a holster in the right pocket.

"Officer Adkerson asked Meagher why he did not inform us of the loaded handgun, and Meagher stated, 'I don't consider a gun a weapon,'" the report states.

Police also found a knife in his coat pocket and bottles of alcohol, nips. They were an empty and a full bottle of Grand Marnier Liqueur and a bottle of Jameson Irish Whiskey.

Meagher refused to take a field sobriety test or a Breathalyzer.

And at one point, later, at the station, he repeatedly stared down police officers, the officer said.

Police said they found five empty 187ml bottles of Sutter Home Wine on the rear passenger side floor of the Ford Explorer. The bottles were still wet inside, officer Christopher Adkerson said in the report.

He also found a full unopened bottle, 50ml, of cognac.

Meagher is scheduled for a pretrial hearing on March 11 in Lynn District Court.

At his arraignment the judge set conditions of his release: no alcohol, random screenings, not to operate a motor vehicle without a valid license, not to possess a firearm and surrender all firearms.

That is really sad and scary. I hope he gets the help he needs but also hope that the school he works for lets him go, he's clearly too much of a risk. I'll still surround him with warm light and many blessings to get healthy but keep him away from the school system.

I don't know or care about this guy whatsoever but whatever happened to being innocent until proven guilty? I feel like at the very least people should be first convicted of a crime before there name and photo is plastered on here. This guy sounds like a real winner and hats off to MPD for scooping him up!

I cannot help but wonder whether he ever brought his hangun to work at the school district and also why exactly he was carrying a handgun and a knife on that day.

Great role model for the developing minds in this community: a school administrator tooling around town with enough booze in his car to stock a bar and both a knife and a gun at the service of his altered state. What a guy! Let's just change the "interim" to "gone."

How did this guy get hired into OUR SCHOOLS to begin with? I know he has to be innocent till poven guilty----but ---WOW!! Do we screen people before hirering them----NEAR our children!!
James Wise January 23, 2013 at 08:33 PM
Do you think he was bringing it to work? was our children in danger? he obviously is not a stable person with the reports coming in....Maas needs to be held accoutable for this as he hired him..our children should not be around this type of situation..Unreal.

My guess is his CORI check showed an OUI but not any check if he was licensed to carry a gun. His mental state in the report is atrocious but remember he was drunk and people's behavior certainly shift when intoxicated. The question is his mental health and what was and is the state of his mental health when hired within our school system? That's what's scary. Did he fool them into believing he was a good candidate for school administrator? The hiring process needs to improve, it HAS too! God forbid another mentally disturbed person with a gun goes nuts in one of our schools and goes on a shooting rampage. Shocking....

What makes you guys think he has mental problems? He probally got into a fight with someone in his family and had a little to much to drink. This article doesn't give enough information for you to judge him on that. It says he is a licensed gun owner too. He has taken classes on it then and just because he carries a gun after work doesn't mean he carried on school grounds. A lot of people carry loaded guns on them, it is our constitutional right. Also, it could have been a swiss army knife, which in my opinion, is a tool not a weapon. Just think about what you have done. I'm sure you have done something that you are not proud of. He just got caught doing it and unfortunately lost his job becasue of it. Some of you are quick to judge.
James Wise January 28, 2013 at 02:36 PM
You are correct, " it is our constitutional right". Those rights also come with rules and regulations. Fight with his family? a little too much to drink? He will lose his "constitutional right" because he was irresponsible and made very poor choices. W
my 2 cents January 29, 2013 at 03:02 AM
Im not saying it wasnt a bad choice, but people are questioning his mental state. He was also within the rules to be carrying it, but I dont think he was planning on getting drunk.
my 2 cents January 29, 2013 at 03:08 AM
Why shouldn't he have been hired? Becasue he owns a gun? Becasue he drinks? This guy did not rape, kill, or molest anyone...
my 2 cents January 29, 2013 at 03:09 AM
Why isn't he stable?
